Finding a app that may can do this?

I know someone with Learning disabilities one of the disabilities he has. Is Reading and writing. We have been experimenting with some apps like speak it talk bot read it voice dream they all work great. Someone could send him an email or a text all he has to do is cut it and pasted in to one of those applications and it will read it to him. But I cannot figure out how to do this and if it can be done. If he's out somewhere and he comes across a sign that he cannot read and want to know what it says is there a Application that he can take a picture of it . And copy and paste into the app and it will read it to him? Thank you for any help on this we have iPad 3 and a iPhone 6 plus

There's an app called Translate Photo, designed to snap a photo of a sign in a foreign language then translate it to one you know. One of the options is to speak the text. However, it speaks in British English, not American English. It's also a few steps more involved than simply taking a picture and hearing it spoken. Might be worth a try.
