FM receiver app?

I've check the many apps in the App Store however none seem like the will work. I need an app that can connect to any fm station I choose can also be a cydia app. The reason I need this is to be able to connect to TV shows at our local gym. Thank you

There is no FM receiver chip in the iPad, so no app would exist to do it.

Many FM stations do stream over the Internet, so there are plenty of apps designed to stream those.

I, personally, use the app TuneIn Radio. You can get a free version or pay $4.99 (USD) for the Pro version. If a station in the world is broadcasting (via the Internet), the chances are that TuneIn Radio will pick them up.
