Getting rid of Black bars/Letterbox

I want to watch video on my ipad in full screen

I just need the name of a free software to convert my video to ipad,Does anybody know what to use?

Sorry question not clear ( At least to me)
As a rule you can hardly make changes to things that are controlled by the Operating system.

 

[The Alternative]

Double tap the video. Letterbox will turn to full screen. However, and this is just my opinion, letterbox is absolutley the only way to watch or view a video or movie.

Or a media player to change aspect Ratio?
