If you have the iPad 3G with AT&T then yes, you can just get a local SIM once you arrive in Europe.

The Verizon iPad has a different chipset, which is only used in the US and will therefore not work there.
 
You should also check out where you can access (free) Wifi hotspots. Many hotels and cafes and other public places (e.g. libraries) provide Wifi service, so that you won't have to use your (paid) 3G instead.
