help with iCloud

I have an iPad Mini, MacBook Air both with Numbers Pages Keynote on both. I created a Numbers document and it is not showing up in iCloud.com Numbers on the MacBook Air. Yes I have document sync enabled on all devices. What am I not seeing?

Ok so I got the spreadsheet to sync to iCloud and download to the MacBook Air, but when I make on the MacBook Air, the changes do not show up on the iPad or vice versa. ????????????????????
