How much of the dataflow can you control? + Which hacks couldn't you live with out?

Is there an application like Little Snitch that allows you to control which apps connects to where on the web and sends what info back? Also, is it possible to completely root the iPad and own all processes from the core up? Finally, what would you modders say are the best tweaks and hacks that you can apply for usability, anonimmity and general improvement of function?
