If you're talking about photos you receive as attachments in email on your iPad just tap the activity arrow in the Mail toolbar, tap "Save Image" and it will be saved to your photo roll. You can then open it in your iPhoto app.

To answer your question, you can add a photo to an email (new, reply or forward) directly. However you are correct otherwise, iPad Mail does not have an attachment option since all apps and their files are "sandboxed".

You can email files directly from the App you're using however...Pages, Numbers, etc. including PDF, Word or Excel documents. But again, they have to be sent from the app. The option to email files exists in almost all apps (that use files). Once you tell the app to send a copy of the file in question an email will open automatically and you send it from there (providing you have an email account set up on your iPad).

There are a couple of apps in the App Store that claim that they allow attachments to emails including Group Email. I haven't used it but apparently you open a document in Group Email and then create and send the email from the app. I don't think that addresses your needs, but might be worth a look.
