I recently downloaded my mini iPad to the new software change. The changed software would not accept my original passcode. How do I open my iPad?

I have a similar problem. A terms and condition window shows, with agree and disagree at bottom. Pressing either agree or disagree results in no action. The window just sits there. Where is the reset button?
 
You reset by holding both Home and Power button at the same time until the Apple logo appears. Then you release them and let the iPad power up on it's own.

That does not work in this case. It resets to the same Hello screen which, when swiped, leads me right back to the iOS setup page with the locked-up terms and conditions.Thanks for the advice, though.
I need something that gets around the fact that, due to an upgrade download, iOS is not set up. Something that would allow the setup process to start again from the beginning.

There's no reset button. If you want to reset your iPad, the method I described is what you have to do.
 
At the point where you have the terms and conditions you should have already been prompted to join a wi-fi network, or use a cellular connection.

Do you have an active connection, as show in the status bar?

If not, it may not be possible to agree, since Apple can not receive your agreement.


Since I'm not willing to restore my device to find out, this is off the top of my head. I could easily be wrong both about when you are prompted for the connection and that the terms and conditions need an internet connection.
 
I have no active wi-fi connection, and because the ipad is not set up, I seem to have no way out. I cannot reset to factory default because the Settings menu is not available to me. The ipad is stuck on one page: Create a Passcode. The Terms and Conditions window has popped up and requires that I agree or disagree. It does not recognize either choice. The only thing that really works is the off button.
This seems to be a software glitch that Apple has not prepared for. Is it possible to go to my Apple account on the Internet, using a different computer, and try to reset something there? How would I do this?

Without internet connection, you're not able to activate the iPad.

If you can use a computer that's connected to the internet, connect your iPad to iTunes on a computer, and you should be able to set it up or agree to terms and conditions.

Although you're able to access the Apple ID with a browser on any computer, this will not help with your problem. All you can do there is change your password, set up or change security questions and so on. Nothing that will help on your iPad itself.
