IOS update frustration

I think I can't see the forest because these darn tree's are in the way. Every time I do an IOS update I have to manually download every song in my iCloud library to my IOS devices. What am I not doing correctly?

I don't use iCloud to make backups, but I believe that if your music is in iTunes, the iCloud backup doesn't include that music. So, you will have to put it on the iPad manually.

I could be wrong (often am) but it makes sense to me.

Thanks. I'm having a hard time believing that I will have to manually reload my library every time there is an IOS update.

Apple suggested using a laptop to backup music. Then sync the IOS devices after updating IOS. Thanks again.
