Does anyone know if Apples new ios7 will automatically DL to the iPad4 and if so will there be any significant changes?

Once it is released you will get a notice and have the option to trigger the download to your iPad on wifi.

I don't know what you consider significant in terms of a change, so it is hard to respond to that question. There is information about iOS 7 all over the web, much of it is worthless since its features are not finalized yet.

When iOS 7 is publicly released it will likely be downloaded in the same way previous iOS versions were. It won't be automatic. You'll have the choice whether or not to install the new iOS.
