iPad 2 keeps restarting itself

I bought an iPad 2 second hand recently. I am having an issue where it won't charge unless I restart it. However when I do this it continues to restart itself over and over. I contacted the seller and they said they never had the issue. So, it started when I Updated to ios 8. It eventually stops restarting itself but once again I cannot charge it until I restart it, starting the process all over again. Can anyone help?

First of all, try resetting it: press Home and Power button until the Apple logo appears. Let go of both, the iPad will power up on it's own.

If this doesn't help:
Use iTunes to restore it. Here's a link with the instructions: http://support.apple.com/en-gb/HT201252
After restoring, reset your device again.

Great suggestion? I would want to do the above for security reasons alone! You never know what is stored on it or apps running on auto start.
