ipad air restored but icons keep moving

after I did a complete restore the icons keep shaking and it changes to different pages and then it starts to type

Did this only start after the restore? I'm asking because what you describe sounds like a defective touchscreen, generating spurious inputs, resulting in what you see.

yes it started before I restored it. I thought it was something to do with the files. but its still there

You should take your iPad in for a full diagnostic at an Apple Store. If there is a hardware problem that's causing this problem, it will be covered under the standard warranty as well as AppleCare+.
