IPad lockout question

I have purchased an IPad 2 from an individual and I did not do my due diligence and have him remove it from the iCloud before I purchased it. He will not respond nor remove it from the cloud. My question is; where is the "lock" stored, Logic board, etc. Can I combine another IPad that has no video with this one to get a working unit without being locked up. I am experienced in electronics repair, laptop and computer repair. I feel confident that I can do the work but I don't want to waste my time and effort to achieve nothing.

I'm afraid that there is no way activate the iPad without the Apple ID and password of the original owner. This is part of the new security measures in iOS 7, designed to prevent a thief from activating and using a device that was not his. If there were an easy way around it, it wouldn't be of much use as a security measure.

BTW, the lock, as you put it, is stored on Apple servers, not on the iPad.
