I have googled and searched this forum, but results show how to for BOTH Photos and Videos.
I want to save Photos ONLY on ipad.

You can’t differentiate between Photos and Videos saved to iCloud. Videos are part of Photos.

I suppose once the videos have been saved to your photos app, you could just copy them all to a folder(s) in the files app and delete them from photos. Then make sure that the files are being saved to iCloud in settings. All your videos will then be separately saved from your photos.
Also make sure that you’ve stopped photos from being saved to iCloud in the settings if you just want them on your ipad.
Just out of curiosity, where do the photos come from on your iPad? Are they taken on an iPhone? If so, then you’ll still need to save photos to iCloud or they won’t appear on your iPad.
And just make sure that your iCloud account has sufficient storage space to hold everything.

No iPhone, just iPad. Purchased small indoor wifi security camera compatible with iPad, motion detection recording. I want to be able to save these videos on iCloud only.

You won’t be able to save them directly to iCloud from the security camera in one go, but you can still do as I suggested, and copy them to a folder (name it ‘Videos’) in the ‘Files’ app and make sure the Files app is syncing to iCloud.

How are you viewing the videos? An camera specific app, or in Safari?

If in Safari, the Share options should include the ability to save to Files (not just same image/video which goes to Photos). That option should let you save to iCloud, or any other cloud storage service you've added the iPat. Whether that option is only in the cloud, or both on the iPad and the cloud depends on some settings.

If iCloud is your target, you can select it in the Files app after copying it and remove it from the device while leaving it in iCloud. It's not perfect, since it will redownload the file any time you view/watch it, but doable.

Other cloud services may allow you to watch the file as stream from the cloud (not re-download it) I can't be sure, since I barely use them.

If you are viewing the videos in a camera specific app, you should check it's options carefully. It make offer the same share sheet options as Photos, with the ability to save to
Files instead of the Photos app.
