Replaced iPad today and restored from icloud backup.
On photos all albums look ok but in my photo stream most don't have image just say JPG. What does this mean.

ALSO usage on iPad show 688mb icloud shows 377mb. Why diff

Want to make sure all are going to icloud backup.

Maybe the PhotoStream needs some time to get loaded to your device again. Sometimes it can take a few hours until everything is on your new device, when you use an iCloud backup.

There has to be a difference between Usage and iCloud backup. Data, emails, ... that are already stored in iCloud (also PhotoStream) are not backed up, because they are already in iCloud, and thus don't need backup storage. Usage shows everything that's on your device, including app data and content.

Apple Support:
Your iOS device backup only includes data and settings stored on your device. It doesn't include data already stored in iCloud, for example contacts, calendars, bookmarks, mail messages, notes, shared photo streams, My Photo Stream, and documents you save in iCloud using iOS apps and Mac apps.

You can decide what is backed up in Settings - iCloud - Backup & Storage - Manage Storage - Backup Options.
Hope that helps.
