I’ve just discovered that the special version of iTunes that Apple released a few years ago and still has the App Store has been updated to connect to and sync with devices on iOS 13. Here are some shots of my iPhone XS connected to a MacBook Pro which is running El Capitan.

My iPhone is running iOS 13.2 beta which may be a factor.
