Location services not available

I need to activate the lkcation services for a number of applications, when I try to access it from General/location services the general switch is on but can not be changed. I tried resetting the network settings but it did not work. First of doing that I had all the programs listed, some activated, some not but could not be accessed.
Any help is welcome

When you say the general Location Services switch is on but cannot be changed is it greyed out? Or it just doesn't 'work' - i.e. it simply refuses to be switched to the 'Off' position?

It is greyed out, can't be changed

'Settings', 'Restrictions', 'Location Services', 'Allow Changes' -> 'On'
