Need a simulator for testing an IPad application for windows.

Can anyone help me out in giving insight on any opensource simulator available.

Are you trying to write an iPad app on a Windows computer? If you are, it won't work. A Mac computer capable of running the latest version of OSX is necessary to write and submit apps to the App Store. The iOS SDK has an iPad simulator built in.
