No volume control while ipad is docked

Does anyone else have this? Whenever I dock my ipad I can't use the volume rocker. The headphones I have plugged into the dock can't control the volume so it's always so damn loud, can't even use them this way

because it is treated as a line out...if you had volume control that would give you volume control on the device and your speakers giving you potential to:

A) Blow out your speakers and
B) Distort the quality of audio coming out of them

The audio is perfectly normalized for line out.
