Outlook contacts unavailable on pc after upload via iCloud

I have been able to connect my calendar and contacts from my pc (windows 7), and the calendar seems to sync just fine. My problem is that when I use outlook on the pc, all of my contacts are gone! The contacts on the iPad2 are there. There is an iCloud icon on the pc contacts option listing, but I cannot open it. Any ideas or help in recovering my contacts to the pc?
