Photos not shared between iPads

I have an iPad 1, 1999 vintage, and an iPad Air, 2011 April, supposedly connected with iCloud. Many photos taken since 2011 are common to both iPads but not all. Why not?

Hello and welcome to the forum! :) Before continuing, please tell us which iPads you really own (see the Wiki chart below) - the first iPad was released in 2010 (not '99) and the iPad Air in 2013 - so first clarify what you own; also, tell us which iOS is installed on the iDevices. Finally, you might want to explain what is meant by 'supposedly connected w/ iCloud' - just might help to provide you w/ some advice. Dave

The only way to connect an iPad 1 to an iPad Air by iCloud, is to use PhotoStream.
This feature has it's limits: up to 1000 photos are synced between devices, and they are kept up to 30 days, sometimes even longer. During that time, it's possible to save them somewhere else.

Pictures that are older than 30 days will be removed from the iCloud server. If you've enabled PhotoStream at different times on both devices (which is very likely in your case), it's possible that you don't see the same images on both iPads.

I got the dates from photos taken. Clearly wrong. The model and iOS numbers are:
iPad 1: A1337; iOS 5.1.1
iPad Air: A1474; iOS 9.1
These model numbers are from the attachment and differ from those given in "Settings".
Also in "Settings", Photo Stream was ON in iCloud. This is what I meant by "supposedly connected".
