Power Adapter and USB Cable?

Are the USB cords/cables for the iPod Touch (4th Generation) and iPad 3 interchangeable and can you also use the iPod power adapter to charge and iPad3 and vice versa?

The power supply charger for the iPad is 10v it can be used to charge iPads, iPhones and iPod's. You cannot charge the iPad correctly with the iPod charger as it is low voltage. It would take a long time as it is low powered. Cables can be interchanged.
