Given what you've said, no you can't, but if you'll describe your situation in more detail perhaps there is another way.
Do you have a computer?
Can it print to the printer?
Do you have a printer, and is it AirPrint compatible, or is it an HP with ePrint?
Does the local computer have internet?
Are there any rules or other issues preventing you from setting up a local wi-fi network? It does not have to have internet service.
