What features do you have turned on? Do you run a lot of background apps? Have you performed a hard reset recently? There are quite a few features that can be turned off if you don't use them that might help. Bluetooth, push notifications, email fetch, and automatic app updates are some I can think of. I also have an iPad 2 and find that overall it runs just as good with iOS 7 as it did iOS 6. A few things are slightly slower but others seem better so it's a wash for me.

Reset - press & hold the 'Power' and 'Home' buttons simultaneously until the Apple logo appears - this may take a longer time, so have patience; the iPad will 're-boot' - NOTE that none of these maneuvers will alter your apps, files, or settings.
On-board storage can be viewed on iTunes if the device is connected. Or, you can head over to Settings.app > General > Usage. It should be split into two portions. On-board storage is on the top, then iCloud is underneath.
