Safari opens PDF in new tab, but will not scroll to view full PDF

Am mostly a PC guy, but bought an iPhone 3G last year, and just got an iPad 2 two weeks ago, so Apple newbie....

"Safari opens PDF in new tab, but will not scroll to view full PDF": ie: Have a website open, then click on a "report" link on that website - Safari opens it in a new tab, but the report is in PDF format, and the tab only displays the "screen-shot", not the complete scrollable PDF.

(I tries to post a link to the website thinking it would be helpfull, but got this message: "To be able to post links or images your post count must be 3 or greater. You currently have 0 posts.
