Synching my ICloud contacts with IPad

I am proficient on the PC, but relatively new to IPad, ICloud, and ITunes. Several months ago I got my contacts onto ICLoud. This was no small task since I use eM Client as my email app. I had to export my contacts INDIVIDUALLY and load them onto ICloud that way! For some reason, it would not take them in bulk. But that is another story...Today I opened my IPad and my contacts were gone. I haven't been able to figure out how to load my contacts from ICloud to my IPad. Any help for my ignorant self would be appreciated...By the way, here is what I have tried. I went into my IPad settings and made sure that Contacts was toggled ON in the ICloud section. I also looked in ITunes as was quickly confused by the Info screen which seems to provide some method for doing what I need. URGGG! Why is ITunes so unfriendly?!?
