I have built it and my inference is from my experience. The only thing I told wrong in the above post is that 'upgrading needs crystals'.

Just upgraded, all good, but it took awhile to download though.

That's why I started to wonder if you've built tax office or not. You're right - there is no gain in upgrading it. I upgraded it on my first island and lost a few crystals when my finger slipped on standard deal.

There is now a user agreement in the information tab which includes a clause that users will not exercise any time change which may lead to an advantage.
