When you are invited a pop up appears in your game with a button to accept. Then you need to be on the isle of the ancients and look for the neighbour who invited you in your neighbours. When you click on them you will see the normal island and a Dino Island with a timer. If you click on this it takes you to the winter glade.

If you're not invited I don't know if you can join someone.
