Unable to view all Outlook email on iPad2

We connect to our Company Outlook via Outlook Web Access. I have a user who claims he does not see all his mail on the iPad2 even after the setting-mail-show was upped to 200. Does this apply to mail from outlook prior to the first sync? Is there another way to see all mail that's in the Outlook inbox or is 200 the hard limit?
