Why two places for choosing new mail sound

Under Settings >Sounds, you can choose the sound for New Mail. However, if you go to Settings > Notifications > Mail, you can also choose sounds for new mail under each account listed there. Is this merely to differentiate where the email was received by means of notification sounds (if you choose different sounds in the latter)?
I miss a setting like "default" under email accounts -- or is there any other way to make them use the default sound chosen under Sounds, if you want to change this later on?
 
You are correct. It is a way to have different notification sounds depending on what email account has received email.

The setting under Settings > Sounds is the default, and will be used by all your mail accounts, until you change them in Notification. As near as I can tell, once you change them in Notifications they will continue to use that setting; even if you change it again in the Sounds settings.

Probably the only way to get all email accounts to automatically follow the Sound settings again is to use the Settings > General > Reset > Reset All Settings option.

Reset All Settings: Another, somewhat more drastic thing you can do is Reset All Settings. You'll find this under Settings > General > Reset > Reset All Settings. It won't erase any of your content, apps, or accounts; but you will have to go through most of your other settings and re-tweak them back to your liking. Do not confuse this with Erase All Content and Settings.
