How do I convert from Windows Mail contacts to IPad?

If you are using Windows Vista or newer, and Outlook, then you can use iCloud to sync your contacts between the computer and iPad.

Or, if you have GMail, you can set up your GMail account to sync with the iPad. It is also possible to set up most Windows email clients, including Outlook, to sync with GMail, but being a Mac user I can't offer advice on the how-to for that part.

If you don't want to sync, but just want to get the contacts onto the iPad, see if your Windows app can export the contacts as a vCard file. If so, you can mail this file to your iPad. In the Mail app tap and hold on the attachment to get an option to import the contacts.

There are other methods, but the first two are what I consider the best solutions.
