AirPlay button

Is the airplay button only visible when your Wifi is activated. I have an iPad 2 and wanna get the apple tv but I don't see the airplay button. It's not on the music task bar nor is it visible when I play my movies.

Do the four finger upswipe to access your multi task bar then swipe right and you will find it here when activated.
