How do I have webcam for iPad to use skype?

You don't. There is no support for bluetooth webcams on the iPad.
To the best of my (limited) knowledge, there is no way to send video using Skype with an iPad 1. You can receive it fine, so I'm told. Any method that would work would require you to have both the camera and the iPad on the same wi-fi network, and you would probably have to hack the Skype app to boot.

Thanks got your information.
I think that people being people that their is an ethical problem with a Bluetooth webcam. Unfortunately their are some that would exploit the simplicity of inappropriate survaience below the moral standard that most of us hold ourselves too. I know that some do exist but their might be legal consequences for manufactures of these devices distributed to the public. Just my opinion
