Which iOS is presently on your iPad? OTA updates from the iPad itself weren't implemented until iOS 5. If you are still on a version of iOS 4, the only way to update is through iTunes on your computer. Go to this Apple support page for instructions. http://support.apple.com/kb/HT4972

And, just to add - the only iOS you can update that iPad 2 to is iOS 6.1.3. That's the only version authorized by Apple.

If you have valid iOS 4 and iOS 5 blobs, you can downgrade to the iOS 5 blob that you have. Check this guide out.
