If you don't have a credit card to use with the App Store, you can simply purchase a gift card and register it with your Apple ID.

Here is how to create an iTunes account on your iPad without a credit card, or even a gift card.

You should be able to get all free content this way. You'll need a Gift Card to add credit to your account to get paid content.
