Icloud backup - unable to access account - iPad frozen

I have a quick question about saving my iTunes library to the iCloud and then downloading it it my iPad. Once the music files have actually been downloaded to my iPad will they still be accessible on the Cloud as a backup? That was my understanding when i Purchased my year of iCould service but I'd like to verify my understanding. Thanks in advance for any input!

I had the same problem and the solution given on this forum worked. The question I have is what causes this and what is a better solution than turning iCloud backup off? I have turned backup off. Any comments?
 
I wish to thank leelai also. I joined the forum just for this problem. Had read elsewhere that a hard start didn't work for someone else and was really troubled. It did work for me and your instructions were great. I'm new to the iPad so thanks again.
 
you just saved me $38 or a trip to best buy. Thx! so simple but if you dont know you could go crazy on this one. locked for 2 days!
 
Leelai, had the same problem on my iPad 3 and nothing mentioned in the manual. Your how to tip was right on and worked for me. Thanks so much. Aggart
