iOS-6 Still not showing for Update ?

I am in India and it is already 19th Sept Noon here and I still dont see iOS-6 Software Update showing for update on my iPad & iPhone I believe today it was gonna be available for general public to download ! why could it be not showing ?

It is supposed to be released today, but I don't recall a specific time of day announced. It may show up later today.

Definitely US time, I think it will be 10:00am

It released at 1000 Pacific time. This is the normal time for software releases from Apple.
