Don't worry too much about device manager or Windows Explorer. Everything you need to do will need iTunes, and that's where you need to start.
If you haven't already, you should download iTunes, preferably version 12.5.1 since this is the latest version.
When you have that installed, go to the Account menu and "Authorize This Computer".
If your iPad display is not working, we are going to be working in the blind, but essentially what we are trying to do is back up the iPad and then restore it to factory settings. Hopefully, the restoration will bring the screen back to life.
