Ipad stuck on connect to itunes

Just opened my brand new iPad and it won't start up. It has the iTunes logo and the cord on the screen but won't do anything. I tried to plug into my Pc but it says that this device will not because it cannot detect a mobile carrier??? Help if you can, I want to use my Christmas present.

As Gabriel has said you need to download the latest version of iTunes to your computer and then connect your iPad. Lots of info below, including the iPad Manuals.
