That setting does not effect the lock screen. It is only relevant when the device is unlocked.

Install 20 Second Lockscreen from Cydia. You can configure that to keep it on forever when docked in the Settings app.

Give it a go!

@pracomass, it would be awesome to have no apple, or photoshow icon there, as well as having no status bar that way it would look a lot cleaner!
