Make an iPad appear that it has Cellular

Is there anyway to make an iPad appear that it has Cellular to the iTunes Store?
There is an app I want to download but will only download to iPhones and iPads with Cellular.

There is an app I want to download but will only download to iPhones and iPads with Cellular.

I'm afraid not. The app in question either requires a cellular data connection or the GPS capability of the cellular iPad to function and won't work on a WiFi only iPad.
