I downloaded a torrent for iPad iOS. Its a 700 MB file.

I want to transfer this file to my iPad 2 (not jail break). I dont know how to go about it!

Sounds like you've been taken for a ride. The file in the app store is 979Mb, and costs $50. Presumably, you have the cracked version considering the method used to acquire it.
