iOS 6? No, the background for icons and and folders is set in stone. iOS 7? The background for pretty much everything is affected by the wallpaper. Change wallpapers and folder icons, the dock, and the open folder backgrounds will all change; along with several other UI elements. Changing wallpapers is a game of patience on older iPads. Wait a while after every gesture and button press before you decide that nothing happened.
