picture frame problem

Now, I have just two albums in my ipad.
'Saved Photos', 'Photo Library'

My question is
why only the photos in Photo Libray were displayed
when I turned on the picture frame.

does my ipad work well?

I expected all the photos not only in Photo Libray but also in Saved Photos were displayed

my ipad display the photos in Saved Photos only after
I removed all the photos in Photo Library

does The ipad you have work as mine do?
