When I'm connected to Wi-Fi, it's useless to turn on Bluetooth as well, just to send data (btw it can't send anything, when it's not tethered to a phone). Just my thoughts.Maybe the devices turn this on automatically to send in data. So that the data of the updates sends in. Or so that it sends the data to Apple to see how many devices run the new update. Or maybe both.

I found that feature turned on as well (but not Location Services). First thing i did after updating, before resetting, was turn it off. I didn't notice this in iOS 6 before. It gets enabled every time you update in iOS 7, though.
