I finally received a response to my complaint about the wraiths and was told that 2 to 3 wraiths come out per soul net and that it IS possible to complete the challenge. I've never seen more than 2 wraiths (maybe they're hiding). But even if there were more wraiths, I find that the aerosol drop rate is really poor.

I've found that the wraiths usually show up away from the airport/city so I just keep scanning as much of the surrounding area as I can. And, even if the wraiths were to show up, I'm not getting very many aerosol cans from flights and/or neighbour visits.
