Yes you do. You need all 30 to exist in your warehouse to get the achievement Name: Rikmondo (no more spending) City name: Rikville Level. 63 Needs: hammers, please.

Unless they've changed it, I didn't need all 30 Marble in my warehouse at once to get the achievement. From my experiences with this game, when they say "produce" you only have to make them, but can sell or use them as you make them. You don't have to save them all until you have 30. When they say "accumulate" then you have to save them all and have them In in your warehouse at the same time. Just my experience....maybe it has changed...

Sorry folks, the end is near for me. I have a new focus to build my own biomass home heater. I can't build a new plant here so I will build one in my back yard. You are right. I only had to produce and not keep,all 30 in the warehouse. I got the achievement yesterday!!!!!
