Only way it is offered is if you don't spend any money historically. GI's way of alienating those of us who are prepared to progress our gameplay by spending a little cash and then screw us over by not offering the same incentives. Let's face it all GI thinks about is how to get money out of you, nothing more nothing less. Customer service and loyalty count for nothing whatsoever. Ruined a great game and unfortunately are not very good at business themselves....I would encourage everyone to not spend hard cash as the only way to improve the position....

Pity. They should offer the same to all players. I am spending my cash elsewhere. After the Halloween crap, I have been playing leisurely but not into it as much. It's a shame.

I got this for £1.99..... Maybe they are finally rewarding those who pay to play!
Definitely worth it, I expanded by 5 squares and got all those free building upgrades too!

You are only stating the truth. We have been playing long time know this as truth. And I used to spend $ but I haven't in a very long time and I don't really need to since nothing is going to change in my city. I earn enough from the port, etc. that I have a surplus of cc

Conversion says I'm paying more for it. Wish it came with suitcases for the hydroplant. Thinking I won't buy this one but it is sure tempting.

Quite the opposite.those who pay don't get those enticing offers. But if you stand your ground and don't spend money, they make offers you can't refuse.
