I don't think you start seeing 7 vehicles per leveling-up until you're at level 35. I'm currently at level 31 and would get 6 vehicles when going to 32

I'm In the same boat, gear-wise. Well GI created this "free" game to make money. And creating situations prompting users to spend is to be expected. We can either satisfy our immediate needs by spending $$(which I have yet to do) or just ride it out.

So true... And the free ride is just as entertaining, plus, I bet those that do spend, soon finish all their tasks and then starve for more to keep filling that hollow satisfaction

They are pretty random..just keep trying.
