Mine did the same, I waited for a few days, and then had to start a new game. My boyfriend used that same code, and it worked perfectly for him... Ugh, I hated starting over. My guess is to immediately staff the room. He did, I did not. Just a thought. Hope it helps any
Staffing doesn't help, Mine were staffed (two floors both bonus code floors) I had to go to the rooms and kick them out of the bunker so I could put productive workers back in...I finally started over as well. If you would, re add me...
